We confirm lawful possession as part of the job. That rule protects the next person whose bike is on the same rack.
Open or cut
Good padlocks are worth keeping, so the technician picks or shims them when the lock allows it. Cheap locks, rusted locks, bent locks and locks built specifically to resist picking are cut with shackle cutters sized for hardened steel. You hear which it will be, and the price, before anything starts.
